Institutional Framework

 

The State Government established the following committees in conjunction with various stakeholders for the effective monitoring and implementation of the Gujarat Integrated Logistics and Logistics Park Policy 2021, as well as the PM Gati Shakti Gujarat initiative in the State of Gujarat:

 

State Logistics Co- ordination Committee:

 

The State Logistics Coordination Committee served as the approving authority for all activities concerning the development of the state's logistics sector, including:

  1. Approval of State Integrated Logistics Master Plan or any other guidelines, schemes for the promotion of Logistics Sector in the State;
  2. Review various logistics related infrastructure projects in Road, Rail. Ports, Air, warehouses, cold storages, etc. to provide integrated logistics network in the state for enhancing Ease of Doing Business and give appropriate directions;
  3. Review various measures of enhancing Ease of Doing Business in the state for logistics sector.
  4. Review the performance of departments and agencies in availing and grants from Central Government and State Government under various schemes for logistics development and resolve difficulties if any.
  5. Review and monitor the performance of State Logistics Cell.
  6. Provide suitable directions to State Logistics Cell or any other concerned departments for implementation of Integrated State Logistics Master Plan and Gujarat Integrated Logistics and Logistics Parks Policy.
  7. The State Logistics Co-ordination Committee may co-opt any private/ official/ expert members as required for the overall development of logistics sector.

State Logistics Cell

 

The State Logistics Cell carried out all activities related to the comprehensive development of the logistics sector, including, but not limited to:

  1. Mapping of existing logistics related public and private assets in the State
  2. Implement Gujarat Integrated Logistics and Logistics Parks policy and to prepare strategies and action plans to reducing the logistics cost of the State.
  3. Undertake necessary actions for integrating and enhancing the efficient utilization of available assets.
  4. Prepare and implement Integrated Logistics Master Plan for the State
  5. Provide assistance to State Logistics Co-ordination Committee
  6. Implement decisions/ orders given by State Logistics Co-ordination Committee.
  7. Coordinate with the City Logistics Co-ordination Committee for integration of City Logistics Plans with the State Integrated Logistics Master plan.
  8. Monitor the progress of City Logistics Co-ordination Committee and other development according to State Integrated Logistics Master Plan.
  9. Propose various infrastructure projects improving the logistics network, measures for enhancing Ease of Doing Business and requirement of grants under various schemes for logistics to State Logistics Co-ordination Committee.
  10. Facilitate the investors in obtaining regulatory clearances from concern departments of GOG and GOI.
  11. Develop feedback and mechanism and monitor investor's dispute resolutions from concern departments of GOG and GOI.
  12. Coordinate with concern allied departments for the overall development of logistics sector in the state.
  13. Setup logistics data center and maintain data across logistics value chain for enabling data driven decision making for future infrastructure projects, maintain logistics performance dashboards and logistics data analytics.
  14. Monitor the overall disbursement under various schemes of Gujarat integrated logistics and logistics parks policy.
  15. Liaise with multi-lateral agencies for projects requiring support.
  16. Provide suitable directions to Gujarat ports & Logistics Company Limited (GPLCL) for implementing Gujarat Integrated Logistics and Logistics Parks Policy and State Integrated Logistics Master Plan
  17. Implement any other tasks/ directions issued by the State Logistics coordination committee tor integrated development of logistics sector in the State.
  18. The State Logistics Cell may include private, official, or expert members from associations such as those of Logistics, Freight Forwarders, and Warehouse providers, as well as professional groups like the Chartered Institute of Logistics & Transport (CILT), as needed for the comprehensive development of the logistics sector.

City Logistics Co-ordination Committee

 

City Logistics Coordination Committee is created for each of the eight cities with Municipal Corporations, ensuring that every Municipal Corporation has its own dedicated committee:

  1. Ahmedabad Municipal Corporation,
  2. Surat Municipal Corporation,
  3. Rajkot Municipal Corporation,
  4. Vadodara Municipal Corporation,
  5. Gandhinagar Municipal Corporation,
  6. Bhavnagar Municipal Corporation,
  7. Jamnagar Municipal Corporation
  8. Junagadh Municipal Corporation.

The City Logistics Coordination Committee will handle all responsibilities associated with the comprehensive development of logistics at the city level, including but not limited to:

  1. Setting a vision and targets for the city's freight performance.
  2. Preparing City Logistics Plan in line with Integrated State Logistics Master Plan.
  3. Identifying and supporting key actions and projects (such as pilots) that can be undertaken for improved freight performance.
  4. Reviewing and recommending proposals for improving logistics planning for the city from different stakeholders.
  5. Ensuring alignment of city's freight efficiency objectives with existing or proposed transport, vehicle, zoning, and land use planning for the city.
  6. Providing inputs during preparation of Integrated State Logistics Master Plan for efficiency freight management in the city.
  7. Represent the city on City's freight performance at state Logistics Cell.
  8. Engaging with stakeholders across the ecosystem for preparing implementable action plans as part of City Logistics Plan.
  9. Provide adequate and efficient green, sustainable and environment friendly logistics infrastructure for reducing carbon footprint.
  10. Monitoring and regularly evaluating the implementation of measures outlined in the City Logistics Plan.
  11. The City Logistics Co-ordination Committee may co-opt any private/ official/ expert members from Logistics, Freight Forwarder and Warehouse providers' associations, Freight Transport Associations, Logistics Professional Association like Chattered Institute of Logistics & Transport (CILT) as required for the overall development of logistics sector.

Logistics Core Committee

 

Roles and Responsibilities of Logistics Core Committee:

  1. Identify infrastructure gaps in existing Logistics Facilities, policy framework, technological and support system, multimodal integration and logistics inefficiency, finance and investment deficit, among others.
  2. Formulate strategies to fill up the gaps through capacity creation (green field) and capacity augmentation (brown field), efficiency enhancement, policy formulation etc, directed towards reducing the logistics cost with an aim to achieve multi-modal and last-mile connectivity.
  3. Prepare sector specific logistics plan (including domestic and EXIM trade).
  4. Identify suitable locations for development of Multimodal Logistics Parks, Freight terminals, Freight Nodes, First & Last-mile connectivity issues and other Freight infrastructures requirements for ease of logistics movements for domestic as well as EXIM Freight traffic
  5. Suggest modifications/ improvements in the Gujarat Integrated Logistics and Logistics Parks Policy, 2021 and other policy frameworks.
  6. Identify and develop strategies for first mile and last mile connectivity bottlenecks for
  7. Western DFCC, Pörts, Airports and Industrial Estates.
  8. Identify infrastructure bottlenecks and missing links and first mile and last mile infrastructure connectivity for improving logistic performance.
  9. Take necessary steps for creation of a database of industrial and cargo movement and
  10. Freight movement patten in Gujarat.
  11. Suggest logistics related key performance indicators (KPIs) for monitoring the logistics performance, including logistics dashboard and logistics data analytics.
  12. Adoption of PM Gati Shakti Gujarat for project planning and implementation and Inter-agency coordination.
  13. Any other tasks/ directions issued by the State Logistics Coordination Committee and also submit regular status updates to State Logistics Coordination Committee.

Logistics Consultative Committee

 

Roles and Responsibilities of Logistics Consultative Committee

  1. The Logistics Consultative Committee shall suggest to the Logistics Core Committee In the matters related to the improving the logistics performance of Logistics Sector in Gujarat.
  2. The Logistics Consultative Committee shall provide inputs to the Logistics Core Committee in performing their roles and responsibilities.
